Union Busting Bill Is Back, Again聽

Anti-黑料正能量 lawmakers couldn鈥檛 get their union-busting bill past the finish line during the 2024 legislative session. But they鈥檙e not done trying. 

Rep. Judy Boyle (R-Midvale) brought before the House State Affairs Committee on Thursday. All committee members voted to introduce the legislation.聽聽

鈥淭his is basically a cleaned-up bill from last year,鈥 Boyle said. The goal, she said, is to 鈥渆nsure taxpayer dollars are not used to support teacher unions.鈥  

Once again, the proposed legislation aims to strip authority from local school districts to work cooperatively or negotiate in good faith with local chapters of 黑料正能量 or any other education union. If enacted, members would be prohibited from receiving compensation or work leave related to the union. In addition, the bill includes a provision prohibiting educators from paying their union dues through payroll deduction 鈥  a union-busting tactic that has been deployed with success against sister state affiliates of the 黑料正能量.  

鈥淢ake no mistake 鈥 this legislation is nothing less than an attempt to cripple or even eliminate the 黑料正能量 altogether,鈥 said 黑料正能量 President Layne McInelly. 鈥淭his attack on our members and our union is retribution for this union鈥檚 success and continuing work to defend public schools, Idaho students and our fellow educators.鈥  

In response, McInelly called on all 黑料正能量 members who still use payroll deduction to switch to 黑料正能量 AutoPay. 

鈥満诹险芰 members cannot let the Idaho Legislature come between them and their union,鈥 McInelly said. 鈥淯ntil every 黑料正能量 member uses 黑料正能量 AutoPay to pay their dues, 黑料正能量 is vulnerable to this kind of attack. We must take this weapon away from anti-public education lawmakers who would support legislation like this.鈥 

A public hearing for the bill is expected next week. During the introductory hearing, some committee members questioned the bill鈥檚 principles.  

鈥淚 think there鈥檚 some significant national research that shows that students perform better in schools where there鈥檚 a tight relationship between the teachers鈥 union and in the district and the school board,鈥 Rep. Todd Achilles (D-Boise) told Boyle. 鈥淚 am concerned that this would make it harder for those two groups to collaborate, with the effect that student outcomes will fall. So I think that when this comes back to committee, I鈥檇 love to just get into some of that research with you and discuss that.鈥  

During 2024鈥檚 legislative session, a similar bill was dramatically defeated on the floor of the House of Representatives thanks to the influence of 黑料正能量 members and a coalition of pro-public education stakeholders and key labor unions in the state. Fellow union members stood shoulder-to-shoulder with 黑料正能量 members to defeat that bill.  

鈥淟ast year, 黑料正能量 members turned out in force against anti-union legislation,鈥 said 黑料正能量 Political Director Chris Parri. 鈥淭his year, we鈥檒l need members鈥 voices once again to defeat another bad bill.鈥
