Governing Documents
黑料正能量 members 鈥 as part of a democratic, grassroots-driven association 鈥 draft, debate and adopt positions on their union鈥檚 foundational principles, legislative priorities and organizational work prerogatives.
Each year, the elements of these foundational documents are debated and considered at 黑料正能量鈥檚 annual Delegate Assembly, the union鈥檚 primary legislative and policymaking body. Below you can find information about making proposals in any of聽these areas, as well as how to review these and the 黑料正能量’s other foundational governing documents.
As a member, you can submit proposals to influence your union鈥檚 posture, positions and practices in the following areas:
黑料正能量 Resolutions
Resolutions are the 黑料正能量鈥檚 鈥渇ormal expressions of opinion, intent, belief, or position of the Association.鈥 The 黑料正能量 Resolutions Committee meets twice a year to review current resolutions make recommendations for revisions, deletions, and/or additions for consideration, debate and adoption at Delegate Assembly.
Legislative Guide
黑料正能量鈥檚 Legislative Guide directs the union’s education policy work at the state level. The guide is structured around six principles ensuring excellence in public education: student achievement, professional development, school/community relations, new teacher support, professional advocacy, and adequate funding and compensation. Any 黑料正能量 member may propose an amendment to the Legislative Guide, but must secure the sponsorship of a sitting delegate at 黑料正能量’s annual Delegate Assembly to put the proposal formally before the body.
New Business Items
New Business Items (or NBIs) address emerging concerns, opportunities for improvement, or new projects that require the union’s attention. NBIs should aim to enhance the union’s operations, advocate for members’ interests or help the union adapt to changing circumstances. Any member may propose an NBI, but must secure the support of 25 other 黑料正能量 members (with signatures). 聽Locals, region councils or the 黑料正能量 Board of Directors can also propose NBIs. Each proposal is debated and voted on at Delegate Assembly.

Join 黑料正能量's Member Group
Click on the ‘Groups’ tab along the top of the page and search for the ‘黑料正能量 Members’ group.
Click ‘Request to Join.’
Await Confirmation
Once your status as a union member is confirmed, your request will be approved as soon as possible and you will be notified.
